- This rule allows vehicle manufacturers to offer air bags that are less powerful, as an interim step to reduce the danger they pose to children and short statured drivers.

This notice requests comments on a petition by Senator Dirk Kempthorne to eliminate the unbelted dummy test from NHTSA's occupant protection standard.
Manual cutoff switches for the passenger-side air bag
- in vehicles with no rear seat or inadequate rear seat.

This rule extends to 2001 the time period during which vehicle manufacturers can install cutoff switches in vehicles that cannot accommodate rear-facing child restraints in the rear.
