African American Church Outreach. The Coalition of Black Church Leaders hosted a luncheon for African American faith advisors to share information on the Click it or Ticket campaign. More than 1,200 invitations, with a “Fact Sheet on African Americans and Seatbelts”, were mailed to church leaders. Three hundred religious leaders accepted the invitation and attended the program. Speakers for the luncheon included representatives from the Legislative Black Caucus, the Coalition of Black Church Leaders, the NAACP, the Department of Public Safety’s Office of Highway Safety, and the National Safety Council. There was also a local school choir on the program to reach teenagers. The luncheon began with the presentation of the Click It or Ticket enforcement ad and ended with a video produced by the Department of Public Safety on professional traffic stops, which included the Director’s policy statement on racial profiling.

Speaker’s Bureau for High Schools. The C & S Consulting Group arranged for a speakers bureau of law enforcement officers to conduct presentations in high schools throughout a targeted 16-county area (with high minority population) of the campaign. Letters were sent to all school superintendents and school administrators, along with the “Fact Sheet on African Americans and Seatbelts”, requesting permission to address the student body on the importance of seatbelt use among teens. Officers presented seat belt information during each school’s daily public address system announcements, in scheduled school assemblies, and during arranged presentations for individual classrooms. More than 20 predominately black schools were visited by uniformed officers carrying the safety belt message. The officers distributed literature about the Click It or Ticket campaign and answered questions.

NAACP Endorsement of Click It or Ticket. The C & S Consulting Group was instrumental in arranging for Colonel Amos to address the South Carolina NAACP at their State Board Meeting. All Chapter Presidents from around the state were in attendance. Colonel Amos gave an overview of the campaign, entertained questions and concerns, and solicited membership support for Click It or Ticket. At the end of the session, President Gallman’s motion that the NAACP endorse and support the campaign was moved and seconded. The motion was unanimously passed.
