All public safety checkpoints will be conducted at high crash locations and not target any minority communities. |

All public safety checkpoints will be well publicized and, when possible, monitored by representatives of minority organizations. |

All public safety checkpoints will be conducted in a professional manner. |

At established public safety checkpoints, law enforcement officers’ primary purpose shall be to encourage citizens to utilize seat belts and appropriate child restraints. While issuing citations for seat belt and/or child restraint violations is not the primary purpose of the public safety checkpoints, they will be issued as appropriate. |

Minority owned media, including print and electronic, should be utilized to promote the Click It or Ticket campaign. |

A “hotline” for comments and/or complaints related to the Click It or Ticket campaign should be established and well-publicized. |

Racial profiling shall be addressed prior to the Click It or Ticket campaign. A detailed plan regarding racial profiling, including policy statement and action plan, shall be made available by the Department of Public Safety to all participating agencies, as well as the media and campaign supporters. In addition, the video “Racial Profiling”, developed and distributed by the South Carolina Office of Highway Safety, should be viewed by all participating agencies in training their officers to participate in the public safety checkpoints. |

The law enforcement officers assigned to work the checkpoints will be sensitive to the African American and Hispanic drivers/motorists and their perceptions of law enforcement. |
