DATA NETWORK

More than 76 data years of linked data for 1990-1999 have been generated by the 23 states funded as of FY 1999 to implement a Crash Outcome Data Evaluation System (CODES). These data are a valuable resource to NHTSA to support its research efforts at the national level. To obtain access to this information, NHTSA will be funding, effective May 2000, ten existing CODES states to develop a CODES Data Network. These states will create a CODES Data Network consisting of:

multiple years of linked data
a process to facilitate compliance with confidentiality and data access policies so that the compliance with the NHTSA data requests is efficient and effective
access to experienced CODES staff
demonstrated support from their CODES Board of Directors for the institutionalization of CODES
mentors for states interested in developing data linkage capabilities
publication of standardized reports and fact sheets useful to traffic safety and injury control communities at state, local and national levels.

NHTSA and the states will collaborate in many research areas including evaluating crash injury costs and outcome by:

payer source
air bag location
lateral impact crashes for vehicles of a particular size and weight
injury type including lower extremity injuries
injury patterns for the most recent five year period.

NHTSA funds will contribute to the institutionalization of CODES by supporting staff dedicated to the CODES Data Network, upgrades for computer hardware and software, opportunities to share information at grantee briefings and national workshops and publication of applications for the linked data.

The linked data for the 10 Data Network states consists of 59% of the total data years of CODES linked data. All of the states linked crash to hospital and to EMS or ED state data. Not all of the states linked the same data years or the same data files. The following chart indicates the total data years linked for each type of data file for each year between 1991-1998. It is expected that the ten states will continue linking their state data for the years 1999 and beyond.
